For his leadership and unwavering dedication to the Kaʻū community, Police Captain Pernell Hanoa, Commander of the Kaʻū District, was honored with the Haweo Award during a ceremony held at Hawai‘i County Council chambers in Kona, on Wednesday morning, Oct. 21, 2026.

The award was presented by the Council’s Parks and Recreation and Public Safety Committee, which recognizes county police and fire department personnel who go above and beyond the call of duty. Haweo, for which the award is named, means to glow or to be radiant. Captain Hanoa was presented with lei and a certificate signed by each Councilmember.

Captain Hanoa, a 21-year veteran of the department, was recognized for his unwavering commitment to the Kaʻū community and steadfast leadership during the effects and aftermath of Hurricane Lala which made landfall on Hawai‘i Island on August 15, 2026.

Hurricane Lala caused large-scale devastation in the Kaʻū District, quite possibly the worst disaster the community has ever faced. Several homes were swept away, countless others damaged, roadways and bridges washed out and left impassable, local businesses severely damaged and forced to close, and tragically two lives were lost. During the chaos, Captain Hanoa led his personnel with dedication and compassion, understanding that some of them had been personally affected by the storm as well, and still showed up to serve in the dangerous conditions.

Along with a large portion of the community, the Kaʻū Police Station lost electricity, running water, internet connectivity, cellphone coverage, and police radio communication was affected in certain areas, all making recovery and police services more challenging.

In addition to handling his administrative duties as the district commander, Captain Hanoa spent long hours in the field with his officers under hazardous conditions, responding to countless welfare checks and, in some neighborhoods, walking in to check on people due to roads being washed out and residents not having access to essential needs.

Captain Hanoa and his family were also personally affected by Hurricane Lala. Thankfully their residence didn’t receive any substantial damage; however, they were without electricity and running water for over a week.

Captain Hanoa not only serves the Kaʻū community, he is a resident of the community. His leadership and commitment to the community truly exemplifies the aloha spirit and the core values of the Hawai‘i Police Department.

Captain Hanoa’s commander, Assistant Police Chief Rio Amon-Wilkins, commented, “Captain Hanoa showed incredible character during this tragedy. He remained calm and focused, and put his officers and the community before self. He doesn’t just put on his uniform and go to work in this community; he is a part of the community.”

Amon-Wilkins continued, “Captain Hanoa and his wife raise their children in Kaʻū. This is a relatively small, tight-knit community. The people he serves are friends, family, and neighbors. Captain Hanoa’s heart is in Kaʻū. His service is truly exemplary and I am thankful for his dedication, and the dedication of those he serves alongside.”
