Captain Roylen Valera at First Responders Mahalo Ceremony

The Hawai‘i Police Department is proud to announce that Captain Roylen Valera was formally recognized on Nov. 21, 2025, at the 9th Annual Mahalo First Responders Ceremony in Waimea.

Before a full audience of first responders from across Hawai‘i Island, Captain Valera received a Certificate of Recognition from the Hawai‘i County Council and a Certificate of Honor from the Hawai‘i State Senate, presented by Senator Herbert “Tim” Richards.

These honors highlight Captain Valera’s exemplary 28-year career with the department and his longstanding commitment to public safety, community partnerships, and youth outreach. He began his service as a patrol officer in the North Kohala and Hāmākua districts, later serving as a School Resource Officer and as sergeant of the Kona Community Policing Section, where he strengthened community engagement efforts.

Captain Valera went on to serve as a detective with Area II Criminal Investigation Section and the Juvenile Aid Section, working diligently to support victims and advance major investigations. He later returned to Hāmākua as a patrol lieutenant before graduating from the FBI National Academy in 2021, one of the nation’s premier law enforcement leadership programs.

He currently serves as the South Kohala district commander, where he continues to lead with professionalism, compassion, and integrity. Throughout his career, Captain Valera has earned multiple awards, including Officer of the Month from the Aloha Exchange Club of East Hawai‘i and the Champion and Protector’s Award from the East Hawai‘i Children’s Justice Center, reflecting his dedication to serving Hawai‘i Island’s keiki, ‘ohana, and communities.

“I have worked with Captain Valera for many years and he represents an outstanding example of the kind of leader we can all look up to, fully engaged and responsive to his community,” said Interim Police Chief Reed Mahuna. “Roy’s life is truly dedicated to public service and I am very proud of him and this well-deserved recognition.”

Added South Kohala Community Police Officer Justin Cabanting said, “Captain Valera serves as an example of excellence for all who wear the badge. We are lucky to have such a dedicated, hardworking professional on our team.”
