Chief Mahuna Promotes Two to Command Ranks

Police Chief Reed Mahuna has promoted two individuals, one to the rank of major, and one to captain, effective Saturday, August 1, 2026.

Major Levon Stevens, a 22-year veteran of the department, is now assigned to the Technical Services Division. Stevens most recently served as captain of the Administration Section. His previous assignments include lieutenant positions in Accreditation (CALEA) and Kona Patrol, as well as detective assignments in the Area I (Hilo) Vice Section, and Area I and Area II (Kona) Criminal Investigation Sections. He has also served as a patrol officer in the North Kohala and Puna districts. 

In March 2026, Stevens graduated the 297^th session of the Federal Bureau of Investigation National Academy in Quantico, Virginia.

Captain Zachary Fernando is now assigned to the Administration Section. A 23-year veteran of the department, Fernando most recently served as lieutenant of the Records and Identification Section, with previous positions as lieutenant in the Communications-Dispatch Section and Area I Criminal Investigation Section. During his career Fernando has also served as detective in Area I Vice Section, sergeant in Kaʻū District, community policing officer in Hāmākua the District, and patrol officer in the Kona and Hāmākua districts.

“Both Major Stevens and Captain Fernando have demonstrated a strong commitment to this department and the communities we serve throughout their careers,” said Chief Mahuna. “Their experience, leadership and dedication will serve them well in their new assignments, and I look forward to their continued contributions to the Hawaiʻi Police Department.”
