Aloha Exchange Club of East Hawai‘i Honors Four Officers for Q1 2026

Four Hawai‘i Police Department officers were recognized by the Aloha Exchange Club of East Hawai‘i for their decisive action and outstanding investigative work in separate incidents that demonstrated distinguished police work during the first quarter of 2026. All four officers were honored during a luncheon in Hilo on April 23, 2026.

The honorees include Officer Calvin Furtado, January 2026 Officer of the Month; Officers Josiah Loving and Victor McLellan, February 2026 Officer of the Month; and Officer Officer Jared-Taylor Makaweo-Quihano, March 2026 Officer of the Month.

January: Officer Calvin Furtado

Officer Furtado, a six-year veteran assigned to the Puna District, was recognized for his proactive enforcement efforts that led to the recovery of a stolen vehicle and the arrest of a suspect on multiple felony drug and theft charges.

During the early morning hours of Jan. 20, 2026, while conducting directed patrol in an area known for frequent criminal activity, Furtado spotted a pickup truck matching the description of a vehicle reported stolen just hours earlier. After initiating a traffic stop, the driver exited the moving vehicle and attempted to flee on foot before Officer Furtado apprehended him after a brief pursuit.

Further investigation confirmed the vehicle had been stolen and led to the recovery of methamphetamine, marijuana, and drug paraphernalia. The suspect was charged with first-degree theft, unauthorized control of a propelled vehicle, promoting a dangerous drug, and promoting a detrimental drug. Hi bail was set at $21,000. The stolen pickup truck was returned to its owner within 10 hours of being reported stolen.

February: Officers Josiah Loving and Victor McLellan

Officers Loving and McLellan were recognized for their teamwork following a hit-and-run crash in Hilo on Feb. 15, 2026, that injured a visiting family from Washington state.

After responding to a two-vehicle crash at the intersection of Kanoelehua Avenue and Puainako Street, Officer Loving assisted injured victims and later learned a 15-year-old passenger had suffered a serious injury, elevating the case to a felony investigation.

At the same time, Officer McLellan used an automated cellphone crash alert and department resources to identify the fleeing driver, coordinating with Puna patrol officers to locate and arrest the suspect.

Upon learning that the visiting family’s rental vehicle was disabled, the officers also assisted the family in securing temporary lodging and transportation. Officer Loving continued the investigation and obtained additional evidence that led to the suspect being charged with seven offenses.

March: Officer Jared-Taylor Makaweo-Quihano

Officer Makaweo-Quihano, a five-year veteran assigned to the Puna District, was recognized for his swift investigative work in a financial crimes case involving an elderly victim.

On March 3, 2026, he responded to a report of a missing debit card and unauthorized transactions totaling $780 during the victim’s hospital stay. Through coordination with bank employees and surveillance footage review, he identified the suspect and issued an all-points bulletin after initial attempts to locate the individual were unsuccessful.

The following day, Makaweo-Quihano located and arrested the suspect, then authored and executed a search warrant that led to the recovery of the victim’s financial cards and additional evidence.

He worked with prosecutors to secure multiple felony charges related to fraud, theft, identity theft, and drug offenses. Bail was set at $40,100. Financial crime investigations often require time, coordination, and attention to detail. Officer Makaweo-Quihano completed this complex investigation—from initial report to arrest and charging—in just over one day.
