Police Arrest and Charge Ocean View Man with Custodial Interference and Drug Offenses

Hawai‘i Island police have arrested and charged 37-year-old Dean K. Padamada of Ocean View with multiple custodial interference and drug offenses following an investigation into an O‘ahu runaway believed to have been staying with Padamada.  

Earlier this month, detectives with the Area II Juvenile Aid Section (JAS) received information that a 17-year-old male, who was in the custody of Child Welfare Services on O‘ahu, was believed to be staying at an Ocean View residence with Padamada without authorization. The teen had originally been reported as a runaway on O‘ahu in April 2026.

As part of the investigation, a search warrant was obtained for a residence in the 96-9000 block of King Kamehameha Boulevard in Ocean View.

On Thursday, August 20, 2026, As personnel from Area II JAS and Vice West approached the residence to execute the search warrant, Padamada repeatedly yelled at the runaway and a 12-year-old male on the property to “run.” Both juveniles fled the area and officers located them a short time later. The 12-year-old sustained minor scrapes while fleeing and was treated at the scene by medical personnel before being placed into protective custody.

During the execution of the search warrant, officers also discovered evidence of an illegal marijuana grow operation. A total of 77 marijuana plants and more than 600 grams of dried and processed marijuana were recovered.

Padamada was arrested without incident for the following offenses:

• Second-degree custodial interference
• Second-degree conspiracy to commit custodial interference
• Second-degree commercial promotion of marijuana
• First-degree promoting a detrimental drug

The 17-year-old runaway was transported back to Honolulu, where he was returned to the custody of Child Welfare Services and reunited with his mother.

After conferring with the Office of the Prosecuting Attorney on Thursday, August 20, Padamada was charged for the above-mentioned offenses and released after posting his total bail of $18,500.
